It is without question that the workers of this city require leadership. The city is vast, and few know its secrets save I. I am Baron O'Brien. I helped to shape this city, in the beginning, and I alone living know the most of its operation, of its dark corners, and of the machines necessary to keep it working. Who is there to lead you besides me? I offer you fair and proper organization, food, water, a reasonable assurance of safety from the wormy gas, and peace. I ask nothing in return but that you put your hands to use in the work necessary to KEEP OUR CITY RUNNING."
